On 12 September, speaking in the US Senate, Democrats Senator Bob Menendez (pictured right) described the efforts by the government of Azerbaijan to prevent food and medical aid from reaching 100,000-120,000 Armenians who have been besieged in the enclave of Artsakh which lies within Azerbaijan (pictured left). He also describes Azerabiajan's atrocities: the murder of Armenian prisoners of war and the rape of Armenian women.

Whilst Senator Menendez decribed very well the terrible plight of those Armenians within Artsakh, he nonetheless unjustly denigrated the "so-called Russian peacekeepers who have supposedly been enforcing a cease-fire, following Azerbaijan's 2020 invasion, have been to no-one's surprise, wholly ineffective as Azerbaijani forces began a September 2020 incursion, these Russian forces stood idly by."
In fact, the Russian peacekeepers were hampered by the government of Prime Minister Nikol Pashinyan.
Pashinyan's role, from the time of the the Second Nagorno-Karabakh War of 2020 has been treasonous. This started when Pashinyan needlessly ceded substantial tracts of land to Azerbaijan in the peace settlement and the continuing imprisonment of officers who had fought heroically in this war.
